Sorry about the scaremongering

Enough happens around here with the only notice a piece of paper tacked on a tree in an empty village that paranoia is justified. HKE would have destroyed PSB a few years ago if people hadn't paid attention.

Talking of little pieces of paper as notices etc.
Remember a year or so ago, there being a piece of paper tacked onto the quarry fencing (opp. SKW) , that there was going to be another excavation site about half way up towards the pagoda on the way to SKW, near to where the "camoflagued" (Electricity/Water Pumping) housing was recently built.
Did anything come of that?

Only thing I know of was the plan to rebuild the road, make it twice as wide, but mostly on the far side of the pavilion.

No this was a large area stretching from the hill W of the crematorium, W & S down to the pathway that leads up to the pagoda on the way to SKW.
From memory it was about 200m2 & at one point there were a few marker posts dotted around the perimeter.
The notice & map was actually on the permiter fence of the existing quarry opposite SKW.

But if nothing has surfaced in the last year or so then maybe nothing has moved forward
.
Just a thought - if I find any other notices on my travels I'll try & get copies, they'll probably get a lot more exposure on this site than if left to rot on some fencing somewhere.

Shoot a high-res digital photo of them is what I do usually, same as any posters or notices on the walls. It's the quickest and easiest way.
I carry a mini digital camera with me at all times, very convenient as some of the posters vanish within hours sometimes, never to be seen again...

Will do.
But shouldn't you have a 15:00 appointment at Diesels?

Lamma-Gung {L_WROTE}:
Very quick & comprehensive feedback from HEC about the works started close to the future wind turbine site on Mt Panorama:

Esme Lau, Public Affairs Manager (Media & Community) {L_WROTE}:
Further to my e-mail yesterday, I would like to confirm that the works you noticed at the site is NOT related to our wind turbine plan, but improvement works to our existing power cables. A small scale trench excavation works will be carried out starting the coming Monday to add accessories to improve the performance of existing cables. Our contractors have recently started preparation work in the area and the works is expected to last for six weeks.

Thank you for your attention and let's keep in touch.

A notice "found" up at the new cabling location at Panorama Hill.
What does site investigation mean - digging up the whole mountain?

What the very nice lady from HKElectric neglected to tell you was that within 3 days of her response to you was they would be putting up a notice at that exact spot, but 10' away from passers-by, behind a big trench which in turn was behind a barrier - saying quite the opposite. Although tecnically she was telling the truth.

This is minor, but can we trust HK Electric or do we have to double guess them all the time?

Next are they going to put a poster up on the outside of the ferry pier telling us about the next power station they are going to build at the end of it???

These posters go up all the time all over Lamma - as the window & conscience for the Lamma community can we not approach the District Lands Office & get them to send us copies of these notices - or even have a posting page on the website for these notices!!!

I've asked various officials this several times, in writing and occasionally when they appear on radio shows like Backchat. Every time they just blow me off. They have no interest in bringing anyone into the loop unless they are forced to by legislation. I've told them many times that their notices are destroyed or removed and are never seen by people affected. They don't care; as long as they've posted it they've fulfilled their legal obligation and that's it.

They never send these notices to newspapers or other news organisations either. It'd be trivial to post them on their own website, but no, it's a piece of paper sticky-taped on a tree where it'll blow off in the next storm, or be torn off by a local land owner who thinks he'll benefit from it. The Village Representatives and District Councillors are informed, but do not share it with anyone except their cronies.

Here's the map that goes along with the notice above. It says something about the red area being 4,300 square metres, pretty large, at least 100 metres long.

Just reading through the 32-pages, printed-only July issue of the HK Electric magazine, CONTACT, and there's not a word about the wind turbine yet.
But there's an in-depth story on the Lamma Extension of the Power Station:
Use Natural Gas for "Green Power".
Scannnnnnning....

HEC just released their interim results 2004 last week, and a couple of the news reports I read mentioned a Gas Pipe between Lamma and Shenzhen and the 9th Generator. The below link should take you to their interum results website, see Chairman's Statement for some of the Opertaions - though no word on turbine:

http://www.hec.com.hk/heh/financial/res ... ntents.htm

P.S. I'll have a look at the notice board at Tai Peng (next to refuse collection shed) for the other notice

Do you think they'll be good enough to put a small bit of rubber tubing off the side of it to save me needing to get cylinders all the time?

I cant believe you lot - this is typical of so called environmentalist thinking nothing pleases you - wind turbines are clean sources of energy something you have been campaigning for for years - as soon as someone says " ok we will stick a wind turbine up on a hill near you" you all start wetting your pants and worrying about how it might spoil you view !
You NIMBY gits!

"You"? Who? the "greens" are hardly monolithic.

Turbines don't make appreciable pollution. However they're not going to scale back the power plant are they? Actually, that's being expanded. They're just PR, somethng that allows HKE to proclaim how green they are, like the "Environmentally friendly" buses. And under the Scheme of Control, the more they spend on power plant, the more they can charge us.

Also instead of offshore rocks they want to put them on the ridges in the countryside, and will need to put in roads and cables. The justification they make is that they could supply power on remote islands, replacing deisel generators. That would be fine, but not applicable to Lamma.

The green solution is more at the demand end. There is huge waste in Hong Kong due to lousy construction, freezing air cons, etc, etc. But HKE doesn't earn money by reducing consumption.

Yes, you have some good and valid points, Alan, but let me state publicly that I personally quite like the idea of putting ONE wind turbine on Mt Panorama!

I support it not necessarily for ecological or power generation reasons, but more as:

- a fine tourist attraction,
- another landmark for Lamma well suitable for our "green" reputation,
- an on-going free publicity generator for Lamma,
- a great talking point and topic to argue about,
- and a good reason to spin off more interesting stories for the Lamma-zine...

Any more reasons for or against the "Magical Spinney Thing"?

That one has little effect either way, it's next to the cable road so doesn't need supporting infrastructure. I don't think anyone has objected to it (except for its probable effect of killing birds). If they go beyond a pilot plant that will have a massive impact on the landscape.

As for NIMBY: We already have a coal-fired plant in our back yard.

This topic has been split as the discussion was getting into a new interesting direction:

Wind turbine press release from HEC today:
"EIA Report on Wind Turbine Submitted to Government"

More info and an artist's impression of the future turbine in my Lamma News Blog on the home page.

Completed EIA report promised to go online later today for public consultation and comments, probably at www.epd.gov.hk/eia/
