Just got a call yesterday from Ben Wong, chief at our North Lamma police station.
He'd like to promote the police's burglary prevention initiatives via this website and the Lamma-zine. He's a regular reader of these forums. I've just spent two pleasant hours in the Hung Shing Yeh police station discussing various Lamma police matters with him and how they affect our community. I've asked him several hard and critical questions and he gave good, non-evasive answers. More about this in a future Lamma-zine.
He mentioned that the two Pak Kok burglary cases above are the first cases in several months and that we've only had about eleven cases in total this year so far - Sep; as compared to 33 all of last year. Most cases are NOT happening in Pak Kok, but in Yung Shue Wan. Three cases this year so far could be traced with fingerprints to IIs.
The two Pak Kok cases the other days left windows or doors open, which the police seems to consider the most frequent reason to be burgled, like inviting the robbers in. Especially in the cooler season starting now, people leave windows and even (balcony) doors open when going out or sleeping at night.
The police has issued another leaflet that they've put up all over the villages and asked me to publish here as well. As a "good citizen" and community-minded person I can't resist such an official request, of course! More concrete, practical tips on burglary prevention will follow soon from Lamma's Finest...
BURGLARY PREVENTION
Police research on a number of recent burglary cases on Lamma Island indicates that the inadequate burglary prevention measures and awareness are the main causes leading to an opportunity offered to the burglars.
Your attention is drawn to the following useful tips:
Windows and Balcony Doors
Before you sleep or leave your home unattended, all windows and balcony doors must be securely closed and locked. For ventilation, windows must be guarded with proper window grilles if they are left opened. Never leave your balcony doors opened.
Balcony
It is common that drainage pipe system on exterior wall is so close to your balcony that it offers good opportunity for burglar to climb up and reach the balcony to burgle. Putting some barbed wires around the drainage pipes or installation of suitable device is a good idea to stop your home from becoming next target.
Adoption of sufficient precautionary measures is generally perceived by our islanders an impedance against their wish to enjoy the natural environment of Lamma Island but you are reminded of the utmost importance of a more secured home.
To fight crime, your concerted efforts, sound crime prevention awareness and alertness can always help.

Has anyone noticed that despite always being left out in the open, withot being chained to the banyan tree next to B&B's, that police box has never been stolen. Something funny going on there if you ask me. _________________ My real name isn't Harry.

Apparently, Lamma's Finest takes slight offense at it being called the "Policebox" by us disrespectful potential suspects.
Mr Wong told me that they prefer the term "Police Reporting Centre" to be used for their Main Street branch. And do Lamma's residents take offence to being policed by a bunch of incompetent fat arses who spend their days shuffling their sorry soles between the policebox and the next Yum Cha venue?
I would like to have a special quiz night for the Police. It will be called “Addresses around Yung Shue Wan.” If they get more than 3 out of 20 then I will pay for the next round of Char Sui Bao. |

Yes, learn form the good example of the Police Station in Hung Shing Yeh:
High wire fence all around, topped by barbed wire, remote-controlled doors and intercom. The safest building on Lamma!

This is a serious matter and I wholeheartedly agree with the advice given by the Police that it is
" of the utmost importance of a more secured home. "
Following their advice about
"installation of suitable device is a good idea to stop your home from becoming next target.",
I can recommend the fitting of lots of pieces of broken glass (preferably clear glass) all along the edges of balconies, window sills, parapet walls etc. Additionally some bare wires rigged up to the mains electricity and placed strategically around windows and doors should also help to protect us.
Beyond that I think we should all head to Soi St. in Mong Kok and buy some of those gas powered BB guns (totally legal). When loaded with steel BBs I've seen them penetrate coke tins in one shot and so they should make a pretty good impression on the face on any would-be burglars (IIs or otherwise).
We must be vigilant (es?) and follow the Police's advice on this self-protection. Besides, the Police are much too busy following enquiries on seemingly random beatings being handed out around the village...........oh no wait a minute...........apparently that's not their job either. |

I've just received this email from the Cheung Chau HQ of the Lamma police force. They asked me "for widest circulation to our Lamma islanders, please."

Dear Lamma-Gung,
May I have your assistance in disseminating to our Lamma foreign islanders, particularly for those in Pak Kok, a piece of information that relates to a recent arrest of a "Two-Way Permit" Mainlander male in the early hours of 2004-11-24.
The arrested Mainlander was first discovered intruding Pak Kok in the evening of 2004-11-23, by a local villager. Though he tried to disguise himself as a visitor, there was nothing to convince a normal person with reasonable mind that he was a genuine visitor (carrying no camera and wearing relatively shabby clothing, etc). As a result of the information, police deputies were immediately deployed to seal off the area to bait that suspected Mainlander.
Eventually, by 0330 hours, the Mainlander was spotted acting suspiciously in Pak Kok New Village. He was immediately intercepted while about to tamper with the window of a village block. He gave an unbelievable account for his presence in odd hours of the morning: that he had lost his way after enjoying the scenery on hills of Lamma. He was then arrested for "Loitering with Intent to Commit an Arrestable Offence", as there was strong circumstantial evidence that he would burgle if not stopped. Police then found that the arrested Mainlander bore a burglary conviction record in 1999 and he had been awarded 2 years' imprisonment.
The arrested Mainlander has been charged with one count of "Loitering with Intent" and has appeared before court in the morning on 2004-11-27. An adjournment until 2004-12-03 was granted for further elimination with those undetected burglaries on the islands of Cheung Chau Division.
While police will remain vigilant for burglar intrusion and we are determined to protect the people on Lamma who we serve, I would also like to take this opportunity to remind our foreign islanders again the need to secure their homes properly. The success of crime prevention relies much on their home-safety cooperation and awareness, which we do opine has some room for further improvement.
It is also not uncommon to see that windows (specially those in kitchens and toilets) and drainage pipes leading directly to balconies, etc are unguarded with any window grilles or security means. In some occasions the main doors were also left ajar by occupants for convenient access of their family members.
Electronic anti-theft devices, that bear only reasonable costs, are also recommended.

| Every time I go by Pak Kok on the ferry it occurs to me that the village is way too exposed to marauding pirates, burglars and so forth. What it needs is a fort with cannons covering the landing spots. The need is so obvious, I don't understand why the government hasn't thought of this. |
