I wonder what the boundaries of the "study area" mentioned in the report were. Of the birds mentioned, only the black kite and sea eagle would be likely to be flying at the height of the blades. Black kites are common but the white breasted sea eagle is only seen very very occasionally. Both, though, presumably have the visual acuity and general common sense to avoid the blades.

See the full report, not just the Executive Summary. "The Study Area was defined as the area within 500 m of either side and along the Project boundary." It mentions sightings of the Sea Eagle.

Too small to identify...

Could you zoom in or cut out just that machine from your high-res digital photo and post it w/o scaling it down.

Maybe we should assign you as the "Official Court Guardian of the Future Home of the Magical Spinney Thing"?
You're probably the person going up there most and could keep us informed on the progress, please?

Is that a person standing at the top end? Wow, that's a big "surveying" machine...

Anybody got any idea what it is? Legless?

I am not 100% sure but I think that the long arm is for cutting down high hedges etc and the bottom part is like a scraper that removes dirt concrete etc.

I'd guess investigatory drilling. The tower will be pretty high, it'll need deep & firm foundations.

How did they do the drawing in soft concrete without leaving footprints?
With a 2m stick?

Yes, it's most definitely a drilling machine, more than 10 feet high. Here's a recent close-up, taken during a recent early-morning walk, the first half of which was suggested by Guy. I'll dub it the "Magical Spinney Thing Roundtrip" and will promote it heavily to all curious locals and tourists:

Going up via the Primary School, Kindergarten, under the 1st Cable Route, the reservoir, up the 2nd Cable Route to the location of the future wind turbine (less than 20 minutes), then up and over Mt Panorama (amazing views over all of North Lamma), down via the Trig Point to Tai Peng and back to Main Street via the Yung Shue Long valley. Less than 1 hour in total, but what a great walk with amazing views. Going to mark it up on a map and post a photo gallery soon...

By the way, here's a summary of the summary of the full wind turbine report by HK Electric to the Environmental Protection Dept., written by my power generation expert correspondent, much shorter and more concise than the HEC summary:

Short Summary of the Wind Turbine EIA

Not be obtrusive!!! And "fits well" with the power station, maybe.

From the report:

Quote:
the turbine will be painted non-reflective light grey to minimize the visual effect, as this colour will blend into the background during periods of medium to low visibility.

Translation: when pollution is really bad you won't be able to see anything anyway

Why paint it grey and non-obtrusive?
Paint it flaming red so we ALL can see and admire this symbol of eco-friendliness and forward-thinking from far away, even from HK-side!

Lammaites, be PROUD to get the very first wind turbine in HK, no need to hide it like a shameful secret, show it off to the world and lure the eco-tourists!
Anybody eager to set up some tacky-souvenir stands up there after it opens, selling goodies like a wind turbine inside a snow globe and wind turbine-shaped beanie baseball caps?

WIRED News wrote:
Change in the Chinese Wind
By Stephen Leahy

The world's largest wind power project will begin construction this month near Beijing, bringing green energy and cleaner air to the 2008 Summer Olympics and city residents coping with some of the worst air pollution in the world.

The new wind power plant, located 60 miles outside Beijing in Guangting, will generate 400 megawatts per day, nearly doubling the electrical energy China currently obtains from wind. But that's just the beginning. Last summer at a climate change conference in Bonn, Germany, China surprised many by announcing it will generate 12 percent of its energy from renewable sources such as wind by 2020.

Pollution is part of the driving force behind China's newfound passion for green energy, said Yu Jie of Greenpeace China's office in Beijing. "Acid rain blankets 70 percent of the country," Jie said, cutting crop yields, damaging trees and making rivers and lakes too acidic to support fish.

The country's galloping economic growth over the past 20 years has meant enormous increases in electrical power demands, 75 percent of which come from coal. China is the world's largest coal-consuming country and home to 16 of the world's 20 most polluted cities on the planet, according to the World Bank. At least 400,000 people in China die each year from air-pollution-related illnesses, the World Bank reports...

..."China's wind power potential is huge -- 500,000, perhaps 600,000 megawatts -- but it needs the proper legal framework," said Corin Millais, executive director of the Brussels-based European Wind Energy Association. The association has contributed input on the Chinese renewable-energy law...

...The new law is expected to be in place by next summer, and if it has the right ingredients, the Chinese landscape will soon blossom with fields of 2- and 3-megawatt wind turbines.

Update on the wind turbine project, from HK Electric to Lammadonna to me to all of you:

Master Program for Wind Turbine Installation at Tai Ling

Site formation and civil works: Early February 2005 (already started)

Wind turbine erection work: Early August 2005

Testing & Commissioning: End November 2005

Any questions? I'm sure that HK Electric will be happy to answer them to put local residents at ease (to use PR speak) about this high-prestige pilot project...

Here's a story from HK Electric's house magazine "CONTACT":
Wind Power Blows Closer to Reality

Two new construction site maps are here (poor quality due to fax):
Site Location & Access Plan
General Layout Plan
