The questions are too generic and i can't see why any reply would justify the reclamation. If I agree that vehicular and pedestrian traffic often conflict in Main Street, my answer is probably regarded by YLF as a YES to her EVA construction delirium. Which is not my intention at all. The message i want to send is not "build an EVA on the waterfront" but rather ENFORCE THE WEEKEND BAN ON VILLAGE VEHICLES. Why do the Police turn a blind eye to VVs in Main Street on Sundays and public holidays? They are causing a problem because they shouldn't be there in the first place!

And i could go on and on and dismiss all these questions as misleading

Take the lack of public space on the waterfront. Who wanted the Monster clock??? YLF.
The only sitting out area on the waterfront was closed for months to make room for this unnecessary and ugly clock. Yes, i do want more public space, but not on reclaimed land...there is plenty of space that could be resumed by the government. Move the rubbish collection point and voila', the sitting out area can be turned into a nicer public space. Remove restaurant planters and put benches there, beautify the area around the old well, etc....there are so many ways of creating a more attractive public space and none of them involve reclaiming the harbour!

The questionnaire is constructed the way the only logic consequence to the strain of questions is Yes, we need Eva. Otherwise the respondent will look like a unreasonably negative attitude person. What else I can reply to question e.g. 5? Of course there is not enough space. The point is the questionnaire does not give an option to select between alternatives. The only chance to say “Yes, there is not enough room but there is other option to improve the situation” is question 3 – item “others”.
In question 3 reply, I will likely put “full time clinic” as proposed by Alan , that seems personally to me the right solution.
Also, I do not think it is right to expect from the public to present a sound alternative as someone suggested in this thread. The public is not equipped with consultancy services to developed full contra-offer. The public can, certainly, provide a concept that should be later fully elaborated by the Govt. consultants. Even this full time clinic solution needs to be worked deeper on e.g. costs, resources, etc.

From all this, I have a feeling the questionnaire I biased.

I forgot about trimming the DIESEL.....

Alan {L_WROTE}:
This forum, and in particular, the Environment subforum, reaches only a small minority of local people.

I doubt more than a few percent of residents are aware of the plan in any detail.

Really? I just assumed (and not to massage L-G's ego any further, but) if residents hear about something, they look here.

Answer what points above?

That the questionnaire should:

1. lead off with a statement summarising the government plan

2. include a diagram of it.

Also, that Qs 4 and 6 are loaded or dubious, for the reasons given above.

You are not asking me a question here. You are expressing your view. I read your view the first time round. Why have you omitted an assessment of q.7?

It definitely would not hurt to include a copy of the plans, though., to re-affirm what is being said in the questionnaire. People would then be able to see what is being proposed.

Every question is designed to justify the reclamation, so I answered all of them in the negative.
There is enough public space at YSW; I have never experienced congestion; I do not want anything else at YSW; the project is going to hurt tourism, hurt employment, hurt the environment, hurt villagers, ...; all the envisaged projects are of lowest priority (instead I wrote: WHAT HAVE YOU DONE ON THE CRAZY FERRY FARE HIKE!)
Do not fool me with such cheap trick.
OMG I forgot the Democracy Wall.

Hopefully this will be collated fairly and the findings published.

Where's O Tsai and what's that project?

The "fisherman's village" cove just beyond the library
Obviously there is a desperate need to extend that.

Seems she wants to make a clean sweep and concrete the entire shorefront of the bay.

After that I expect she'll propose we just fill it in and build an airport.

farang_utang {L_WROTE}:
Is it true that Yu Lai Fan has family ties to the concrete companies that operate on Lamma?

The previous district councillor did. No idea about YLF. Though she seems more concerned for their welfare than anyone else's.

This questionnaire was only handed out to a selected few so it's meaningless. I caught the 9.20 and never saw it. How many others didn't get a copy?

YLF lost any credibility she may have had by deviously concealing the whole project from the whole community (well, aside from her construction friends). I certainly don't trust her handling a survey, especially, as Alan pointed out, after the comical result of 3000 signatures in favour of the bicycle park - I also don't know anyone who heard of that campaign. I am very sure she'll get the outcome she wants from this survey. Anyway, I shall cross out all the questions apart from No6, which I guess will make it a spoiled paper and therefore binned.

We might run our own online survey via this website, hopefully getting some clear and measurable results.

Questions are being formulated right now, I believe.

What is also hilarious is the slant in the introduction text "As the rest of Hong Kong is developing, surely Lamma must also develop". Uh no, the reason that people choose to live here is that it is not concreted over and shopping mall'ed thank you!

I missed it myself even though somebody called me to alert me on the survey and I rushed to the ferry pier at 9am. Fortunately, somebody else scanned it in and I published it right away in the Chin. and English forums.

You can print from here, fill it in and fax it (no email address on the survey, but it's yulaifan@netvigator.com) or drop it off in her office, just after the Lamma Gourmet. Her office must have spare copies and I assume there must be more distribution actions by her office coming soon.

But the opposition has just been distributing Chinese leaflets along Main Street today, Buddha's Birthday holiday, basically a Chin. translation of the Living Lamma story I published in the Lamma-zine a few weeks ago.
The Chin.-only leaflet includes an appeal to email complaints to the District Council and Rural Committee offices:

Chinese: http://zh.livinglamma.com/projects/harbourreclamation
English: http://www.livinglamma.com/projects/harbour-reclamation

The CEDD Dept. has officially promised a public consultation in an official Letter to the Editor in the SCMP today, see below:

"The advertisement of the project profile for public inspection and comments ... was only a formality ..."

Well, there's a frank admission!

"We have no intention of pressing ahead with the project without the substantive support of the public..."

Great! That sounds reasonable. Oh, wait, hang on, he's not finished...

"We have no intention of pressing ahead with the project without the substantive support of the public, including local residents..."

But won't the public outnumber the local residents? And there's more...

"We have no intention of pressing ahead with the project without the substantive support of the public, including local residents, on its design details."

Oh! I see now. They're going ahead with the project regardless. But consulting with the public on details.

As for Yu Lai Fan's questionnaire, it clearly cannot produce a valid measurement of public opinion. Universities could use it as an example for students of how not to conduct a survey.

It might have a chance of succeeding as a PR masquerade so that she can say she has consulted the community.

And what happened to the final question: "Are you registered to vote against me?"

This bilingual questionnaire is still available from Yu Lai Fan's office or can be downloaded from this website. Deadline: end of May.

I'd suggest to fill it in, especially the comments section, to let your opinion be heard clearly. This is the first major survey of residents in recent years - the last ones were by Save Lamma and HKKF. It's better to participate in a flawed, moderately biased survey than in none at all, IMHO. Not participating will not achieve anything, but filling it in will at least get your opinion heard and counted.

We'll be very persistent with Lammadonna and the Govt. (who'll receive the survey results) to get the detailed results published and not just a misleading summary like the recent "3,000 signatures supporting the Bike Park!" banners.

Last chance to "vote" NOW!

I just printed out a copy and dropped it in the box outside YLF's office.

I could easily have done 20 copies and no one the wiser...

So I wonder what our impartial vote will be revealed to be?

Stay tuned.

or available in her office for public viewing?

What about upgrading the pier near the Football court? Its close to the hospital...surely it would be a cheaper, less time consuming and a Lamma friendly option.
