I've just been informed by an Alert Reader that there's an announcement on the notice board in the village that HK Electric are proposing using Public Light Buses to serve the Wind Turbine Tourists!

The Alert Reader asks, "Do we really want pedestrians and PLBs to be mixing together on the steep hill to the turbine… not to mention the additional pollution of these vehicles.
"The notice was posted last week for any objections to DLO (over the Chinese New Year whilst a lot of people are on holiday), so only 1 week left to object if you wish."

I'll try to get more info from HK Electric and DLO directly, especially if these will be petrol-powered, how frequent and why they're deemed necessary at all.

Comments, please!

Complete hypocrisy by HKE.
Drive a smoky diesel bus to see the toy wind turbine. How green we are!

It might not be every day, but it creates a very bad precedent. Once it starts, fat cats will try to finagle it for their use on other roads.

I think alternative transport systems should be used.

What about utilising all the canines on the island to pull cartloads of gobsmacked tourists up to the windturbine in gay and garishly painted Hansom cabs.

It would be quite a tourist novelty, newsworthy and the amount of money raised can go into the 'good doctors' care for the poor canine and cat crusade (CPCCC). In fact, the CPCCC organisers can administer the whole deal.

In the future, maybe a similar slide to that used on the great big wall of China can be used here at lamma. This way the tourists can be herded like sheep up and down from the windmill and quickly disgorged upon the ferries whence they came. Perhaps we could create the longest slide in the world! It could be featured as an ecological slide trip highlighting the pristine delicate biosystem that is Lamma and how one heterosexual and non heterosexual community thinking outside the box created an innovative non fossil fuel ecological theme park.

The question is - How to make use of cats on the island?

Here's the notice and the map, photographed from the notice board.

No mention of what the light bus will be used for (staff or tourists), how frequently and for how long...
They had internal electric vehicles before, but discontinued them, I think.

OK, already got a reply from HK Electric's Public Affairs Dept.:

"I wish to clarify that we do not have any plans to run bus services to and from the wind turbine station. We conduct visits for various stakeholders to the wind turbine station and all visitors will be invited to reach the station on foot.

"Transportation will only be considered if absolutely necessary, for example for visitors who are physically challenged."

Sounds fine to me, but using an electric or alternative-fuel vehicle would be nice.

This application doesnt add up to ferrying tourists up the hill. Its just a request for vehicular access which i thought they had already - maybe it needs renewing now and again???

Any answers??

HKE {L_WROTE}:

Right. But they've used buses to transport large groups of people before, especially when it opened, and I doubt if any of those passengers were "physically challenged". Just people who considered themselves too important to have to walk up the hill.

And "we do not have any plans" is not reassuring at all, and does not stop them from making such plans after they get their permission

This topic has caused a little firestorm of emails going around Lamma, just one day before the deadline of objection to the permission. I got almost ten emails from various people about this topic and many of them were sent and cc-ed to many other . I even got a concerned phone call (since I've posted my phone number at the top of the home page now for urgent Lamma-zine news).

All these people hadn't seen this forum and were worried about the same issues already discussed in this topic, not having seen HK Electric's reply above either which addressed the major fear of people about a regular or frequent bus service.

The latest news from HK Electric, via Dr. Andy Cornish, is that the application to the Lands Dept. is not for the actual minibus service but just for a small piece of govt. land that the minibus will use to park.

The Cable Routes are under HEC's control and they can drive on them whatever vehicle they like, probably without any additional permissions necessary. They've driven minibusses to the windturbine for quite some time already, but only for Power Station visitors, stakeholders, but also the occasional school outings to the Power Station.

The objection period ended yesterday and I assume quite a number of objections have been emailed to the Lands Dept. these last two days.

HKE created suspicion with such a vague document, and more by trying to sneak it past during a holiday.

If they were a bit more open about what they're up to they wouldn have to deal with all the objections they now have (I didn't put one in, despite the sneaky way they did it it doesn't seem unreasonable to me).

Frazer's letter of objection made the headline of the SCMP's Letters to the Editor page today. Anybody got a digital copy of it? SCMP.COM is down from 5-9pm today...

In the meantime, here's the reply from HK Electric which they've sent to the SCMP and to me for publication (see Lamma-zine today). Read it first in the Lamma-zine and here:

Public Affairs Dept. of HK Electric {L_WROTE}:
As you probably know, one letter appeared in today's (Saturday, 16 Feb 2008) SCMP. While we will be writing to SCMP to clarify, I wish to solicit your support in putting the record straight on your website, maybe in a more prominent position. Some residents have copied us their objections to the Lands Department, and after hearing our reply, are satisfied with our clarification.

I'm sorry that our application has created such misunderstanding but please be assured that there is no question of HK Electric running a "minibus service" to Lamma Winds. What we are applying to Lands Department now is for a permit that would allow us vehicular access along the cable route on a need basis.

While all visitors are invited to walk up to Lamma Winds, we reckon there may be a need to provide transportation for those physically challenged, or elderly who maynot be able to cope with the whole trip, both ways. In addition, we need to cater for local and overseas visitors who have very tight schedules. A permit will also facilitate contingency arrangements for special events like our annual Smart Power Campaign open days when an estimated 1,000 students would walk up to the station in 2 days. With a van on standby, we could provide speedy assistance for these students just in case. We don't envisage the need to use this more than a few times a year.

We're aware of the benefits of electric vehicle, but I'm afraid it may not have the necessary power to go uphill knowing how steep certain sections along the cable route are. While we would continue to explore, I hope you do understand the situation now.

Well, perhaps they (Hong Kong electric) should consider my novel campaign to have the canines of this isle utilised to pull Hansom cabs up the hills and a zero fossil fuel gulping slide. That is if they are serious about their rhetoric.

Remember the hot topic in Feb last years when HK Electric was occasionally running diesel-powered vehicles for some of their corporate visitors to Lamma Winds from their Power Station? I've just received the announcement below from them today, specifically written for Lammaites and for publication in the Lamma-zine.

HK Electric is applying for an "emission-free electric 4-person cart" for this occasional, on-demand-only route, after their last release (see above) mentioned that electric vehicles wouldn't be powerful enough for the steep Cable Route. Sounds great!

If this good example works out, can we start pushing the local VV drivers to switch over as well?

I'll be on the lookout for these electric vehicles while trying to bike up there myself frequently, using human power only. So far, for a third of the route uphill I'm pushing my bike uphill instead of riding it. But the fun downhill ride from Lamma Winds afterwards makes it all worthwhile. Maybe HK Electric could rent bikes to some of their corporate Lamma Winds visitors for free?

Public Affairs Department, HK Electric {L_WROTE}:
Emission-free vehicle to be used to Lamma Winds

HK Electric has taken on board Lamma residents’ suggestion to use an emission-free electric cart to provide, on a need basis, special transport trips for visitors to Lamma Winds.

An application has recently been filed to Lands Department for permission to use a 4-seater electric cart to take visitors from Lamma Power Station to Lamma Winds in the event that transportation is required. This electric cart will only be used when special arrangements have to be made for visitors who may not be able to travel on foot, in particular the elderly and physically-challenged. All other visitors will be asked to walk up.

When HK Electric applied for the same service with a minibus with Euro IV emissions standards back in February 2008, Lamma residents expressed concerns even though it was the cleanest available diesel vehicle on the market at the time. We have since explored the feasibility of using an emission-free electric cart for the purpose.

We believe the proposed arrangement represents a balance in respecting the environment on Lamma while at the same time, allowing visitors with special needs to travel to Hong Kong’s only wind power station.

We will exercise extreme care and prudence in the event that the vehicle has to be used. Support by Lamma residents is highly appreciated.

A bit more info about the electric vehicle coming to Lamma, photographed from the noticeboard opposite HSBC, showing the vehicle outside the Visitor Centre inside the Power Station.

It'll probably be used from sometime next month - "some testing will still be needed" - as the period for the Lands Dept. application states May 1 - Oct 31, 2009.

First photo(s) of it driving on the Cable Route will be published.

The road would make an excellent dry ski slope and a drag lift to the top (powered by the windmill) would be a greener alternative to the bus.

... this would be such a funny headline. I was in touch with HKE about electric vehicles on Lamma (actually meaning the VVs). If there is one think we have on the Island than it is electric power and I guess we could make a very nice for HK to make better use of it. But do the tourists actually need a bus to get up the hill? Well, HKE must know better, but a diesel engine is on short ranges very inefficient and if it is a typical Hong Kong style bus, quite polluting also.

Greetings,
Marcus

Just talked to HKE about this electric vehicle recently. The permission is still pending, but they'll (hopefully) let me know when they start using it.

It's purely electric-only, no Diesel, and not for tourists, just for the occasional visitors to the power station. HKE seems to have school children complaining after only 5 minutes walking up the Cable Route to Lamma Winds of being tired already; obviously there's not much Physical Education in the curriculum of many primary schools.
It's just an 11-minute walk from Power Station to the windturbine anyway. I timed myself the other day, just walking fast, but no running.

Hey, who's stopping you! That would be perfectly legal and nobody would oppose, I think. Let me know when you try that, I'll take the action pictures!

I love biking down the Cable Routes occasionally at high speed, makes the tough ride uphill (still pushing the bike at the steepest parts) worthwhile!
