I've never heard of a regular event, except the Lunar New Year flower market at the new pier beyond the football pitch.
There are only two places that seem to sell potted plants on Main Street (South York Property and the shop opposite), but their selection is extremely small.
You can get seasonal plants from Ah-Ying (Doris) occasionally on weekends at the VV Parking Lot (outside the appliances shop where they sell vegetable every day) when she imports them from nurseries on HK Island. She's also got a little nursery close to Best Kebab on private appointment.
There are other ladies selling potted plants from their home gardens, for example the one just opposite Best Kebab restaurant, just below the hardware shop.
Or find a serious local hobby gardener and started exchanging plants, as they often have large excesses of the same plants. Cuttings are usually free.
