The bill has no service charge, but I dunno how much should I pay for tips.

is there any rule or common practice in western culture?

10% mandatory service charge at Chinese restaurants

No such thing as "Western" culture in this.
Every country, every city, is different.

In the US, usually about 15-20%. And you had better pay if you ever want to eat there again.

In Australia, often nothing.

And I don't know about "mandatory 10%" in Hong Kong. Maybe in Lan Kwai Fong. Not the places my family eat.

So, you have to be very specific. There is no general rule.

A tip is usually much appreciated by the waiting staff. Often in HK, even if there is 10% on the bill this does not reach the staff but is held by the management (yeah, its true). Some restaurants I know share the tips received from service between all the staff, including kitchen and cleaning since they all make a valuable contribution to the front line service. I usually leave 10%.
