You can board the dog on a slow ferry but not the fast ones. Check the timetable for the slow ferries.

Regaring to the guest house, you may want to pay a visit to Lamma to check them out. The only guest house who has a website is Hotel Concerto, located right next to the beach Hung Shing Yeh. http://www.concertoinn.com.hk

Just in case the agents make an issues out of K9 after you've checked in or when you check out, I'd recommend telling them about the dog before booking.
