A bit of background from the Transport Dept. why a different ferry co. was chosen and neither HKKF nor Chuen Kee Ferry got the service, even though both of them tendered for it at first, but then withdrew.
This has been written on July 31:

"TD conducted a tender exercise for the Ferry Service in May 2008. By the closing of tender, two bids were received. However, the two bidders subsequently withdrew their submissions due to their commercial considerations.

"In the tender exercise, bidders were required to provide the Ferry Service at the existing headway and number of sailings, while they were permitted to deploy either ordinary or fast ferry in order to allow more flexibility for the bidders to reduce their operating cost.

"However, the tender result reflects that the Ferry Service is considered financially not viable in the market.

"The Ferry Service has been operating at a loss for years and passenger demand was persistently maintained at a low level, recording on average about 1,000 passenger trips in a day. The revenue generated is unable to cover the operating cost, not to mention the soaring fuel price in the recent days.

"Having said that, TD has launched a re-tender exercise on 18 July 2008. In the retender exercise, we have further relaxed the tender requirements on the service level and vessel quality with a view to attracting more operators, including those in a smaller scale, to bid for the Ferry Service. In view of the results of the first tender, and the poor financial performance of the route in the past, it is very likely that interested tenderers may propose use of ferry vessel of lower quality and a relatively high increase in fares. The tender invitation is closed on 25 July 2008. It is our target to select a suitable operator to continue providing the Ferry Service from 15 Aug 2008."

Letter to the Transport Dept, District Council, etc. by a Pak Kok resident:

"I am very disturbed about the new ferry times proposed by the TD yesterday.<OL><LI>None of the times correspond with the ferries to and from Central - I would like to propose that the times revert to the current sailings for Monday to Saturday - in order to allow commuters and school children to arrive at work/school on time.
<LI>The price has increased from 12.80 to 17.5 - an increase of 37%. The Tsui Wah monthly ticket ($720) has no relationship with HKKF monthly ticket. Therefore those people who travel PK/YSW/Central will be paying a lot more than before, currently you can buy a return ticket for $29 - with the new fares it will cost $44 - an increase of 51.5%. I would like clarification from the ferry company that the monthly pass can be used for more than one journey a day between YSW - PK and AB.
<LI>Ferries on a Sunday and Public Holidays have been reduced to 10 sailings - we currently have 15 - often these are very full.
<LI>The company is proposing using only one ferry - we need to know what maintenance schedule has been arranged by the TD to ensure this ferry runs every single day without breakdown.
<LI>The new ferry for Aberdeen, Pak Kok, Yung Shue Wan is not air-conditioned - surely we are entitled to this kind of comfort.

URGENT!

A petition has been placed in Mrs Chan's shop in Pak Kok and The Green Cottage in Yung Shue Wan for people to sign.

Support a request to the Transport Dept. to attend a meeting with Pak Kok and YSW residents re: the proposed new service! They need as many signatures as possible.

The signed petition will be collected at 9AM on Monday morning to be forwarded to the Transport Dept. ASAP.

Hurry up and sign today or early tomorrow morning on the way to the ferry!
