Yes, motorbikes have been spotted in a few backyards!

But somebody driving one on Lamma would be a big news story and I'd definitely need pictures to publish, otherwise nobody would believe it!

Fortunately, only human-powered vehicles are allowed for non-official residents; no petrol, electricity, or any other fuel is permitted. Absolutely no mopeds, motorbikes, trikes, cars or anything not human-powered.

Only exceptions are Govt. vehicles like ambulances and fire (10+ vehicles so far in the Fire Station above YSW) and a few Power Station vehicles inside their private areas, plus probably electrically-powered wheelchairs.
Even electric bikes, skateboards, Segways or Solowheels are strictly prohibited and they'd probably be confiscated and you'd be fined. Some have been spotted rarely but the owners would have to be very careful to stay away from police patrols and unfriendly/righteous/envious neighbours and passersby.

Most notable exception:
A small, limited number of Village vehicles owned only by a few local powerful families. These VVs frequently violate some of their special rules and laws, like carrying no passengers, driving on weekends and holidays, driving way too fast and recklessly. But as the ONLY form of private powered transport, they're absolutely essential to life here, from moving to construction to repairs and waste disposal.

So get your skateboard, skatebike, rollerblades, reclining/normal bike or hang glider ready if you plan to move here!

If this was prompted by the recent ad for a Vespa, I deleted it as it was bogus. The details and photo were copied from this dealer in Arizona, and the poster was in Bangkok.

You could get a Mexican burro cheaper. I doubt there are any laws against those here, and they could cope with the climate and steep hills. Plenty of abandoned farms you could graze them on.

I've seen my first Solowheel on Lamma yesterday!
Basically it's an electrically powered unicycle, a single-wheel, self-balancing Segway with a single unicycle seat, it passed me slowly halfway up the Family Trail from Hung Shing Yeh beach. Too surprised to take a photo till it vanished around the corner.

How long has this been going on? The one I saw was probably a Mainland-made knockoff, with a seat added, as the originals are all wheels only.

THOUSANDS of these would fit into our new Bike Park...

If the police is turning a blind eye to this - no emissions, no noise, completely unobtrusive - I might want one. But I can't afford one:

I saw a guy using a 2 wheel one a couple of times over the last 6 months (in Main St!) and some kids using similar one in soccer court at Tin Hau opera. No way the cops would allow these things to go around, thank God, same for electric bikes.

I've been emailing our Police Chief to get details on what exactly would be permitted and how they'd stop these electric contraptions.
This email is what I got back overnight:

Road Traffic Ordinance:

Section 2 - Definitions

Road:
includes every highway, thoroughfare, street, lane, alley, court, square, car park, passage, path, way
and place to which the public have access either continuously or intermittently, whether or not the same
is the property of the Government

village vehicle
means-
(a) a driver operated village vehicle;
(b) a pedestrian controlled village vehicle; or
(c) a golf cart; (Replaced 80 of 1988 s. 3)

village vehicle permit
means-
a permit issued in respect of
a village vehicle in accordance with
regulations made under section 12A.
(Added 31 of 1986 s. 2)

motor vehicle
means-
any mechanically propelled vehicle;

Under Schedule 1 of the RTO the following classes of vehicles must be licensed:

Private car
Taxi
Public light bus
Private light bus
Light goods vehicle
Medium goods vehicle
Public bus
Private bus
Heavy goods vehicle
Special purpose vehicle
Motor cycle
Motor tricycle
Invalid carriage
Trailer
Rickshaw

The RTO Regulations on construction and use also apply to "any vehicle on a road" - so lots of things on lighting, brakes, horns etc to trip people up as well.

Pity the section on Village Vehicles is so bare.

In summary, I think the RTO could catch you no matter what type of vehicle you try to introduce - even a bike with gears could be construed as being mechanically powered!

I was only poking fun, but actually the wording is "mechanically propelled" not "propelled by engine". Any use of a gearing ratio could be construed as converting effort into mechanical power (it's actually called mechanical advantage). It's a moot point because no one in their right mind would ever bring anything like this up. I wasn't serious.

In reality the originating Act in the UK does define the term in the way you would assume - but the definition is strangely absent from the Hong Kong version.

As luck would have it there is a much more cost effective option for high end single wheel scooters. Via a lammaite to make things simple.

It plays music on a built in speaker from a fone over bluetooth!
