Would anyone be interested in exploring the possibility of bringing an independent Internet signal to Lamma? The Government with the help of local tycoons has everything tied up in knots, but the 5.7 - 5.8 spectrum is unlicensed and outdoor repeaters under 4 watts are permitted. It ought to be technically feasible to beam a signal from an independent leased line in Pokfulam using a Ubiquiti AirGrid transmitting a beam at 5.78Ghz / 3 watts. This has a range of 30 Km and a throughput of 100 Mbps. The signal can then be distributed using standard wifi routers.

100 Mbps could support up to 1000 users but anyone downloading HD video would suck it up much faster (about 4Mbps per person is needed for that). The service could also be improved using a proxy server but then you run unto copyright issues if you are not a licensed ISP. An NGO might even be able to convince the Government to do it for us as a community project. The Government has an IT presence at Cyberport and they have plenty of antennas on Lamma. Try floating it in the Faster Broadband for Lamma Facebook group to get some serious Lamma techies discussing your fine idea!

Technically, it would work. But it's the human factor that's the problem.
If you have more than a half dozen people, you'll get some hogs who will max out the connection by themselves torrenting or watching HD video streams.

Government will never help you do this. They will obstruct you if they can.

ISPs will complain if they hear about it, and the fine print of any ISP agreement prohibits sharing, even though we all do it, if only within our families.
Maybe if you get a business account and have all your members be shareholders or the like. But someone will have to handle the paperwork, collect money and pay bills. Also need a technical admin who will keep the hogs in line and tend to the hardware.
