Marc Antony, Many thanks for alerting me to this media briefing! It was actually most interesting and I got a lot of great contacts, info and pictures. The DSD put on a bus and special ferry for the media from HK Island and put on a good show with panels, displays, hardware, media kit CD and even a live video feed on a big screen from a toy Quadrocopter flying high above the briefing and the sewage treatment plant-in-progress. The star of the DSD show was Lamma's Joe Yu, the toy heli guy (and VV driver) demoing his Quadrocopter just outside the big-heli landing pad! They hired him as a paid consultant for construction works monitoring, making a bit of money from his expensive hobby. His videos have been featured several times in the Lamma-zine, also available from "lammajoeyu" on Youtube. Lamma-zine story and pics in progress.... |

Email and detailed maps from the Sewerage Works consultants, Aecom: "We intend to kick off the gazettal procedures for the proposed village sewerage works under this project in mid-2012 for commencement of works in end-2013 by stages. In this connection, I attach the proposed sewerage alignments in these areas for your information. Initially, we would gazette the first two parts comprising: (a) Sha Po New Village, Sha Po Old Village, Yung Shue Wan Back Street, Tai Shan West, Tai Shan East, Tai Shan Central, Ko Long (part), Tai Yuen Village (part); Proposed Sewerage Package 1A (b) O Tsai, Po Wah Yuen, Yung Shue Long New Village, Yung Shue Long Old Village, Tai Peng. Just received from the sewerage works consultants: "... update on the progress of this project ... The statutory objection period for the first gazettal of Package 1 of the Lamma Village Sewerage Phase 2, comprising sewerage works at Sha Po New Village, Sha Po Old Village, Yung Shue Wan Back Street, Tai Shan West, Tai Shan East, Tai Shan Central, Ko Long (part) and Tai Yuen Village (part), ended on 24 October 2012. The second gazettal of Package 1, comprising sewerage works at O Tsai, Po Wah Yuen, Yung Shue Long New Village, Yung Shue Long Old Village and Tai Peng will follow shortly. It is still our intention to invite tender for the above works around mid-2013 for work commencement in Q3 or Q4 of 2013 and completion in 2018, subject to outcomes of the second gazettal. The gazettal schedule for the remaining parts of this Project remains unchanged, i.e. gazette around mid-2013. It is scheduled to commence works in 2014 for completion also in 2018." Email from Sewerage consultants, see below. These notices are also hanging on many lamp posts and other locations around North Lamma. Deadline for feedback: Mar 26, 2013. PWP Item No. 4355DS - Outlying Islands Sewerage, Stage 2 - Lamma Village Sewerage Phase 2 "We would like to inform you that we have commenced the gazettal procedures for the second batch of Package 1 of the Lamma Village Sewerage Phase 2 on 25 January 2013, comprising sewerage works at O Tsai, Po Wah Yuen, Yung Shue Long New Village, Yung Shue Long Old Village and Tai Peng. The gazettal for this part of the works has been posted near the Yung Shue Wan Pier and along the access of the village sewerage works area. As stated in the notice, there would be a general layout plan (Plan No. 60040941/LRP/3001A & 3002A) and a resumption plan (Plan No. ISM2154c) which could be inspected at the designed offices. As a normal practice, we have left copies of the general layout plan at the office of the Rural Committee and the respective village representatives to facilitate inspection by residents. Govt. press release, forwarded from Paul Zimmermann, via Facebook's "Save Lamma..." group: Proposed village sewerage works on Lamma Island approved ******************************************************** The Chief Executive in Council has authorised the scheme for Outlying Islands Sewerage, Stage 2 - Lamma village sewerage works phase 2 at Sha Po New Village, Sha Po Old Village, Yung Shue Wan Back Street, Tai Shan West, Tai Shan East, Tai Shan Central, Ko Long (part) and Tai Yuen Village (part). The village sewerage comprises construction of about 3 100 metres of gravity sewer and associated manholes and other ancillary works at the above eight unsewered areas. Approval of the sewerage scheme was gazetted today (May 16). "The scheme will provide a public sewerage system for sewage collection, and help improve the sanitary conditions in the areas and achieve long-term water quality improvement in the nearby streams and near-shore water of Lamma Island," a spokesman for the Environmental Protection Department said. Construction works of the scheme will be carried out by the Drainage Services Department and are scheduled to start in late 2013 and take about 56 months to complete, the spokesman said. Details of the scheme were published in the Government Gazette on August 24 and 31 last year. Ends/Thursday, May 16, 2013<HR> Another 5+ years of digging up the paths all over North Lamma, over 10kms, reaching almost every single house, after being delayed by several years already, not least due to all the wrangling with property and business owners during the now finally completed Phase I of the sewerage pipe laying works. Afterwards, all the individual works to dig and connect every single house, to be paid by the individual flat owners, resulting in many more years of wrangling between owners and the Govt. See sewerage projects on the other islands and NT. My village was part of Phase 1 digging and will be dug up some more for Phase II. On the other hand, the YSW Sewage Treatment Plant will be completed this summer, well on time and budget. It'll be severely underutilised for the next 5-10 years, till finally more than a few % of North Lamma's households will be connected and actually using it.... |

Small B/W poster, posted only on the Rural Committee building. If you own a flat or house in North Lamma, this is almost a must-see! It'll affect your pocket as you'll HAVE to connect to the sewerage pipes close to your place at your own (considerable) expense. Chatting with one of the sewage plant engineers recently in The Classroom, the cozy outdoors wine bar of the Bookworm Cafe: The first phase of the sewage pipes has been completed last year. The second stage, connecting almost all the remaining houses in North Lamma, except Pak Kok, will likely go for tender in the next few weeks, to be completed in a few years' time. The new Sewage Treatment Plant in Yung Shue Wan is almost completed; some painting and planting still needs to be done, see Artist's Impression below. Sok Kwu Wan plant (that huge landslip-like hole in the hillside halfway between Sok Kwu Wan and Mo Tat Wan) is in the final stages. They've greened a bit of the hillside already, but haven't made up their mind yet, if they'll green more of that massive hole in the hillside.

It ranges widely, from the experience of most other Outlying Islands or the New Territories who went through the same process in the last years and decades. The flat owners will also have to find their own contractors and then share the connection costs for their building, quite a challenge with up to 6 owners per Village House, many of them absent, outside HK or even unknown. The connection costs per house might be anywhere between $10 - 50K, depending on distance and complexity of the works, I've heard. But all the contractors and govt. depts. we've asked about this were very shy about quoting more concrete, typical figures. Not their business, not their responsibility, they don't want to get involved in the last few metres of the sewage connections at all, as it's the most troublesome and time-consuming part to connect most houses. It usually took many years after completion of the public works on the other islands, including so many notices and reminders to landlords, even law suits, just to connect a minority of houses. Anybody got figures of actual costs and how many percent of houses are connected by now on the other islands? |

Marc Antony, it is absolutely compulsory to connect, no way out for house owners, as far as I know, but there are many ways of delaying the connection for flat/house owners, from ignoring all the notices they'll send you, even claiming that you never saw them or making up various excuses, to claiming that you can't afford the connection, asking for delays or even a loan from the govt., to waiting for the long drawn-out way through the courts when the govt. will finally sue you for non-compliance. It's probably quite similar to not paying your taxes. It might take them years and they might be waiting quite patiently, but they'll usually get their money in the end. |
