On Wednesday and Thursday evening at Hung Shing Yeh there were groups of tourists setting up camp.

About a dozen people each time. Yesterday's group had a leader with a flag, so it does look like some kind of cut-rate tour and/or shopping expedition.
I assume Mainland tourists, though they were speaking Cantonese rather than Mandarin.

They had tents but also bulky luggage and wheel bags, so they aren't countryside campers.
They had dragged one of the tables with benches off the sand onto the concreted area and were setting up their dinner.

I don't go to the beach until the evening so I don't know what state they left it in.

I wouldn't worry about individuals doing this if they didn't make a mess, but the organised nature of this makes it a different thing. If they keep it up I suppose the Concerto or local residents will report it, though the government puts up signs all over the beach with their petty rules they don't do anything to enforce them.

Has there been any action by Government? I guess not. 4 tents were on the beach over the weekend!

I still see people setting up tents several times a week, and from their luggage, most are not hikers, but tourists.
