Just in case you might have forgotten, the government's planned destruction of the harbour is due to begin in mid 2014. I wonder if anyone has made plans to leave Lamma because of this, or whether the exodus will begin when the two-year horror show begins in earnest.

On the other hand, maybe there's still time to put a spanner in the works.

A friend has sent this video and comments for inclusion in the thread. The video is nicely done and gives a good idea of how the harbour might look if the government can be persuaded to adopt a more sympathetic and scaled-down approach - or how things could turn out if the CEDD's more brutalesque style goes ahead. Very worryingly it seems the CEDD may be hoping to move the bulldozers in without any further consultation.

"Recently, a small a group of residents and friends of Yung Shue Wan created a 90-second video designed to create a new awareness of possible outcomes from the YSW Harbour Phase II development – both bad and good.

Worryingly, representatives of the CEDD and the Islands District Board have indicated that the project may be approved for launch as soon as early as Q1 2014 and probably with very little consultation.

So take a look at A South China Boardwalk in Cantonese and English. It’s designed for NGOs when they talk with planners and other government officials.

It seems odd that when this subject was discussed on this forum two years ago it quickly generated over 200 responses covering 11 pages of the website! Are we suddenly resigned to letting the CEDD pour concrete into the harbour?

To sum up. The government intends to reclaim 0.4ha (about 1 acre) of the harbour to build a road, a strip of concrete, a public promenade and a new sea wall. This will take about two years of messy, noisy, intrusive construction work. If/when the job is finished, the waterfront restaurants will no longer be on the waterfront - they will be looking across concrete. Aside from concrete, diners may also be admiring the back of an ugly sea wall, with VVs zipping past.

These plans are still technically up for debate and improvement as suggested in the video above, but only if a bit of noise is generated. Otherwise the CEDD might consider it a fait accompli, and we'll be living in a concrete wonderland.

In a letter to Living Lamma in December 2012, the CEDD promised "to involve the community at the early stage of the project, starting in early 2013". This consultation has still not happened, yet the potential start date is only a few months away.

Any thoughts?

In addition to the proposed minimal solution of a Boardwalk in the video above (proposed by several green groups), here's another similar, more detailed one from one of the very talented professionals living here who have volunteered their ideas for free.

This alternate proposal to the straight-line, 30-50 metre-wide reclamation suggested by the Govt. has been drawn by Marcus Swetnam just a few years back, the last time the YSW harbour reclamation has been delayed by massive public opposition:

From a senior forum member working in Govt., after speaking to a Senior Engineer at CEDD:

"Apparently, in light of interest shown by Lamma residents and pressure groups the CEDD and the Planning Dept are going to review the project and conduct a public consultation.
Construction work almost certainly not going ahead this year."

What's the latest on this? How likely is this to go through in a future year, any word? Two years of construction would be enough to render Lamma uninhabitable for many.

"The item below is for the DC meeting happening on Monday 23rd June.

You might also like to re-visit the history. Phase I was pushed through in 1995, despite town planners living on Lamma coming up with more sensitive designs that enhanced public areas. Phase II was defeated in 2003 and a great deal of work was done by residents to offer up suggestions for sensitive and sensible improvement. Nothing was done. Our DC told the District Council that local people were urgent demanding the full scale reclamation of the harbour in 2009. This was without any survey been made of the opinions of the residents, many of the local restaurants were unaware that it was back on the agenda. The work would make it very difficult for the local restaurants and shops to continue their business as it was projected that the entire harbour front would become a building site for 2 years. Local businesses are certainly not demanding such a major project.

It was suggested to the District Office and the District Council that the money spent on the bike park (projected at HK$20 million) could be used instead to improve the derelict shoreline opposite the post office and to the ferry pier, including the removal of the illegal platform, to provide an area for bike parking and a fisherman's boardwalk. Though the planning department said that this might be a good idea, they did not have jusridiction over the project and required District Office and the District Council to put in the appropriate requests. They did not do this in preference of the plan to concrete over the rocks next to the library.

We also wonder why this question is being asked when every suggestion put forward to beautify Yung Shue Wan, as part of CEDD's Greening Master Plan for the Island's District was turned down by our local District Councillor?

Item 10 on the Agenda is Question on incidents of men bitten by dogs on Lamma Island (Paper IDC 51/2014) - but no mention of dog poisoning or the use of paraquat in the community.

In this regular Islands District Council meeting 3 days ago, Yu Lai Fan and (North Lamma Rural Committee) Chairman Chan, 2 of Lamma's 3 District Councilors, complained to the Planning Dept. and Civil Engineering Dept. for listening to the objections of foreigners and tourists, delaying the 2nd Phase of the YSW Harbour Reclamation. They pushed the government to proceed with the full reclamation ASAP and expressing strongly that this was requested by the (indigenous) residents.

A bit of history about this long-planned, but defeated twice project, see above, plus see other topics in this "Environmental, Politics and Development" forum, some topics running since this forum was started 12 years ago.

This massive project was scheduled to start this summer, 2014, but it seems to have been delayed to next year, due to planning revisions and "further study".

'Foreigners' are only a temporary accident of history. Soon there won't be any and the locals can return to living the way they did before. Oh wait, most of them now live in the UK and administer their possessions via the resident commissioner for local affairs. Inverted Colonialism you might call it.

Draft Lamma Island Outline Zoning Plan approved

Hong Kong (HKSAR) - The Chief Executive in Council has approved the draft Lamma Island Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment in the Lamma Island area," a spokesman for the Town Planning Board said today (January 16).

The planning scheme area, covering about 1,420 hectares, comprises Lamma Island and Luk Chau. It includes about 0.37 hectares of land to be reclaimed at Yung Shue Wan, about 4 hectares of sea adjacent to the jetties of the existing Lamma Island Power Station, and about 4 hectares of beach and shallow shore covered by the Sham Wan Site of Special Scientific Interest (SSSI). The planning intention is to conserve the natural landscape, the rural character and car-free environment of Lamma Island; to retain Luk Chau in its natural state; and to enhance the role of Lamma Island as a leisure destination.

The ex-Lamma Quarry site covering an area of about 34.27 hectares is zoned "Undetermined" pending detailed consideration of the appropriate uses...

Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed at the Town Planning Board's website:

Viewing the interactive version of the map, it looks like:

- Full YSW Harbour reclamation, from the ferry pier to the gaido pier, 0.37 ha as planned, with a massive Commercial development in front of Bookworm Cafe to The Waterfront.

- Ex-Lamma Quarry remains Undetermined Use, despite the CE's Policy Address announcing once again in his speech that "Development of the former Diamond Hill Squatter areas and the former Cha Kwo Ling Kaolin Mine and Lamma Quarry should provide more than 8,000 public and private residential units."

- It includes about 4 ha of sea adjacent to the jetties of the existing Lamma Island Power Station to be reclaimed, and about 4 ha of beach and shallow shore covered by the Sham Wan Site of Special Scientific Interest (SSSI).
Not sure what reclamation they're planning at Turtle (Sham Wan) Beach, but it'll be huge at 4 ha.

- The Yung Shue Long valley, between the two paths, will remain Agricultural for now, so no Village Houses. But expect several more houses soon to go up to the left of the path to Tai Peng, between the bridge and the Waterworks.

This is why YLF had the government harass people cleaning YSW beach.
That might make people value the remaining natural shoreline.
With the sewage connected the water should become cleaner, conceivably you could swim there in a few years.
(There are plenty of swimming beaches in big cities like Sydney, Miami, etc where it's safe to swim, surely we could manage it for a small village.)

But she wants to turn it into a concrete basin, because of the hundreds of millions that will be spent on building it.
As long as the money is spent and spills over into the right pockets, what residents have at the end doesn't matter.

About 7.73 hectares of land is zoned "Residential (Group C)" for low-rise, low-density residential developments. About 1.99 hectares of land is zoned "Comprehensive Development Area" for comprehensive development/redevelopment of the area for low-rise, low-density residential use with the provision of open space and other supporting facilities.

About 0.09 hectare is zoned "Commercial" for low-rise commercial developments while about 68.43 hectares are zoned "Village Type Development" to provide land for the retention of existing village areas.

A total of about 6.17 hectares are zoned "Government, Institution or Community" for the provision of a wide range of government, institutional and community facilities.

Some 7.51 hectares are designated "Open Space" to provide outdoor open-air public space for active and passive recreational activities.

About 111.89 hectares are zoned "Other Specified Uses". These include Lamma Island Power Station, boat anchorage, sewage treatment works, refuse transfer station, sand depot, liquefied petroleum gas cylinder store and piers.

The ex-Lamma Quarry site covering an area of about 34.27 hectares is zoned "Undetermined" pending detailed consideration of the appropriate uses.

About 37.02 hectares are zoned "Agriculture" to retain and safeguard good quality agricultural land/farm/fish ponds for agricultural purposes and retain fallow arable land with good potential for rehabilitation for cultivation and other agricultural purposes.

A total of 331.69 hectares are zoned "Green Belt". The planning intention is primarily for defining the limits of development areas, to preserve existing well-wooded hill slopes and other natural features, as well as to provide passive recreational outlets for the local population and visitors.

Moreover, some 106.4 and 361.58 hectares of land are zoned "Coastal Protection Area" and "Conservation Area" respectively to conserve, protect and retain the natural landscape and the sensitive natural environment.

A total of about 340.93 hectares of land is zoned "Site of Special Scientific Interest" to conserve the two Sites of Special Scientific Interest (SSSI) in the area, i.e. the South Lamma Island SSSI with rare tree species in the hilltop and the surrounding uplands and cliffs which provide important habitat for a bird population of rare species and the Sham Wan SSSI which is the only known nesting site for green turtles in Hong Kong.

The approved Lamma Island OZP No. S/I-LI/11 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Sai Kung and Islands District Planning Office, the Islands District Office, the Lamma Island (North) Rural Committee and the Lamma Island (South) Rural Committee.

Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed at the Town Planning Board's website (http://www.info.gov.hk/tpb).

This amendment of the outline zoning plan on 16 January 2015 never make Consultation in Lamma Island as well as in Hong Kong.
