Of course not.
They don't care about anyone else and don't read this forum
The dogs bark when the owners aren't at home, so it doesn't bother them, if they think about it they may welcome it believing it deters burglars.

Hi Izarra,

Unfortunately you can't leave a dog wearing a muzzle all day in this heat, they will overheat, and possibly drop dead, if they cannot pant and cool down. Have you tried approaching the owners and talking to them about this problem? If they bark when they are not there then they might not know about it!?

I'm in YSW and have two dogs who are generally very well behaved and we are training them not to bark when people walk past the flat (which is hard, believe me, they are dogs after all and it's what they do) but I have NO IDEA how they behave when we're not there, they could be barking constantly and this does worry me. If this were the case I would want my neighbours to let me know long before they start to get seriously angry about it.

A muzzle is exactly the right (temporary) answer when it's 10:30 at night, my overtired toddler is trying desperately to go to sleep, and I can look out my window and see a couple dogs barking their poor little heads off — while their owners are sitting right next to them, blithely watching television.

Muzzling was just one of several courses of action I proposed; I also offered to help with care and adoption placement.

If you're truly worried about animal cruelty—as I am—take it up with the people who choose to leave pack animals alone, in unventilated apartments, for 10- or 12-hour stretches. I'd be barking my head off, too.
